Approach

The Rapid Relief Fund (RRF) adopts a “3Rs” approach — Ready, Relief, and Rehab — to enable a seamless transition from preparedness to emergency response and early recovery. Allocation decisions are guided by needs, severity, and vulnerability. All partners are required to adhere to humanitarian principles of neutrality, impartiality, and independence. All interventions are guided by the ‘Do No Harm’ principle and conflict-sensitive approaches. RRF supports early recovery activities within a defined short-term timeframe (up to 3 months), focused on immediate stabilisation and transition from emergency response.

Partnership Network

RRF adopts a tiered partner engagement model with decision-making based on consensus where feasible, supported by clear escalation mechanisms for timely emergency action. Partner selection considers operational presence, response capacity, access, and accountability systems.

Following program orientation, 84 local organisations across 14 States/Regions and the Thailand–Myanmar and India–Myanmar border areas committed to the RRF network. Partners participated in readiness activities, including technical training, due diligence, and grants preparation, strengthening their capacity to provide timely, life-saving assistance to conflict-affected communities.
